Age is for references in general, it's recommended to measure the kid's foot plus 3/8" and pick the size accordingly. For example, some 7 months old baby girls are still in size 2. Some 18 months old boys may wear size 5 to 6 already.

The baby's feet length should either be close and not much over the suggested feet length. We suggest pick the next size up if falls in between sizes. For example, if the child's feet is 4.50 inches, size 4 will be recommended. The half of an inch room is left for feet growing room or putting on socks.
